TÜV Rheinland, an international independent third-party testing, inspection, and certification organization, has announced the appointment of Xia Bo as the new President of the Greater China Region, effective April 1, 2025. Xia Bo's appointment marks a significant milestone in the company’s regional development. This strategic decision underscores TÜV Rheinland’s commitment to deepening its localization efforts and reflects a major achievement in the establishment of a systematic senior talent management framework in Greater China.

Xia Bo holds a degree in Electrical Appliances from the Electrical Engineering Department of Xi'an Jiaotong University, which provides him with a solid technical foundation and deep professional expertise. With over 25 years of experience in the testing, inspection, and certification (TIC) industry, he has developed a profound understanding of the Chinese market and a keen insight into industry trends. Throughout his career, he has fostered strong partnerships with clients, local government authorities, domestic and international industry associations, and global standardization bodies. His leadership has driven significant achievements in service innovation, digital transformation, new business development, talent development, and organizational management, equipping him with invaluable experience in these key areas.

Since joining TÜV Rheinland Shanghai as a Project Engineer in 1999, Xia Bo has achieved remarkable career advancement, earning three promotions within just four years. He progressed from Project Manager to Group Leader of the Engineering Team, and later to Assistant Manager of the Product Safety Department, evolving from a technical expert into a strategic leader.

In July 2015, Xia Bo was appointed Vice President of Commercial Products for TÜV Rheinland Greater China. Between 2015 and 2019, he led the business field’s rapid expansion and operational enhancements across key cities in the region. Under his strategic leadership, the team doubled in size within three years. He also demonstrated outstanding capabilities in cost control, operational efficiency, and market analysis, laying a solid foundation for the business’s sustained growth.

As a pioneer of the components business in Greater China, Xia Bo is a qualified Technical Certifier for Components and has played a key role in developing international standards for the electric vehicle sector. Additionally, he serves as a member of the International Electrotechnical Commission (IEC) CB Scheme Committee of Testing Laboratories Expert Task Force for Switchgear and Protective Devices, as well as E-Mobility. Moreover, he serves as a technical auditor for ISO 17025, the international standard for testing and calibration laboratories. His contributions have been instrumental in driving progress and innovation across multiple critical areas of the industry.

In recognition of his outstanding performance, Xia Bo was appointed Vice President of Business Stream Products in Greater China in 2019, concurrently serving as Vice President of Solar and Commercial Products. Under his leadership, this business field had achieved a compound annual revenue growth rate of over 15%, with double-digit growth for five consecutive years, establishing itself as a key driver of regional growth.

Today, the business field encompasses nearly 800 professionals and delivers services across a diverse range of industries, including smart manufacturing, photovoltaics, smart energy, hydrogen and fuel cells, industrial machinery, electrical accessories, and electrical components.

Since November 2022, he has also been responsible for formulating and implementing a localized growth strategy for the Business Stream Products, including multi-phase growth plans based on in-depth analysis of market trends, industry segments, and customer needs—driving comprehensive and sustained business expansion.

From 2019 to 2024, Xia Bo led the charge in expanding local market presence, pioneering the company’s digital transformation in the region. He spearheaded the development of an e-commerce service platform, streamlined testing processes through digitalization, and oversaw the establishment of an independent legal entity—key milestones in TÜV Rheinland’s localization journey.

Upon assuming the role of head of TÜV Rheinland Greater China, Xia Bo remarked, “Greater China has always been a core strategic region for TÜV Rheinland.
