VCCI Conformity for Japan

VCCI conformity is Japan’s regulatory framework for controlling electromagnetic interference (EMI) from information technology equipment. Comparable to CE marking in the European Union and FCC marking in North America, the VCCI mark demonstrates that a product meets Japan’s EMI technical standards. To display the VCCI mark, manufacturers must first become members of the VCCI Council. Once registered, they are required to conduct EMI testing at a VCCI-registered laboratory and verify compliance before submitting a conformity notice.

Equipment Covered Under VCCI Testing

VCCI applies to a wide range of information technology equipment, broadly categorized into Class B and Class A devices. Class A equipment includes information technology products intended for non-residential environments, which meet Class A interference limits but not the stricter Class B limits. Class B equipment is primarily designed for use in residential or home environments. Typical examples include personal computers, peripheral devices, LCDs, input equipment, LAN-related devices, facsimiles, and modems.

EMC Test Scope and Frequency Coverage

VCCI EMI testing focuses on both radiated and conducted emissions. Radiated emission measurements are performed over frequencies from 30 MHz up to 6 GHz, while conducted emission testing covers the range from 150 kHz to 30 MHz. These measurements ensure that products do not cause unacceptable electromagnetic interference to other equipment in their intended environment.

Test Facilities and Measurement Capabilities

TELEC conducts emission testing in advanced semi-anechoic chambers designed for accurate and repeatable measurements. For larger equipment and compliance measurements at longer distances, a 10-meter semi-anechoic chamber is used, while a 3-meter chamber supports compact device evaluations. Radiated emission measurements are typically carried out at distances of 3 meters and 10 meters, depending on the applicable limits and equipment type.

In addition to emission testing, TELEC supports immunity and conducted interference evaluations using shielded rooms. These facilities enable testing of radiated immunity up to 10 V/m across frequencies from 80 MHz to 2.7 GHz, as well as conducted immunity on power and signal lines up to 80 MHz using standardized coupling and decoupling methods.

Additional EMC and SAR Capabilities

Beyond VCCI EMI requirements, TELEC also provides conducted interference measurements on power and signal lines from 9 kHz to 30 MHz, supporting both single-phase and three-phase equipment configurations. For wireless and portable devices, Specific Absorption Rate (SAR) measurements are available for head and body exposure, covering frequencies from 450 MHz to 5.8 GHz.
